The General Assembly is constituted by all members and convenes after convocation, usually at the occasion of a European Population Conference. The rules of play of the General Assembly are given in the Statutes and By-Laws.

Occasionally the Council may convene a Virtual General Assembly when it wishes to consult all members of EAPS on an important issue in between regular General Assemblies. The most recent Virtual General Assembly (2015) discussed and accepted a proposal from the Council to change the By-Laws of the Association.
