a. Any proposal for the amendment of these statutes shall be submitted in writing by not fewer than 15 members, together with a statement giving reasons for the proposal.

b. The General Assembly shall vote on the proposed amendment. The amendment shall be approved if at least two-thirds of the members present and voting are in favour of the amendment.
